how is "op=2822from" any better than "addl-scopes=2822from"? Or, how

(Except for being slightly shorter.)
Shorter is one of the reasons. Trying to summarize several hundreds if
not more of articles here is a second reason.
Explaining what's wrong with a remove-scope=pra is a third reason.
Who said anything about a "remove-scope=" modifier?
Plus other CAVEATs about interpreting the absence of new "optional
properties", or why the presence of a new "optional property" in a sender
policy might have no effect.
By "optional properties", do you mean "op=" or "addl-scopes="?
Besides, from my understanding, "op=$SCOPES" and "addl-scopes=$SCOPES" (or
the lack thereof) would be 100% semantically identical. So what caveats
are you talking about?

2. Motivation
You don't need to quote half of your draft. Believe me, I have read
it. :-)
