In other words, a SPF compliant server should not be using a smart host
or
routing outbound mail that is not part of the sender's SPF network. He
needs to make sure that when it finally reaches the final destination
that
it is still part of the SPF network.

No. A sender is only responsible for the message until it leaves the
border MTA for the sending domain. After that, it is the receivers
responsibility.

Semantics. It implies the same thing; 6 of 1, half dozen of the other. :-)

       MUA ---> MSA/MTA ---> MDA

There is responsibility for the sender (MTA which is part of the "sending
domain") to make sure the transaction would be correct for the final
destination would be compliant with the SPF network.

In other words, the transistion from MSA to MTA must maintain the IP::DOMAIN
SPF association for the network.

This is what I call transition points. All transition points (hops) in
a
SPF network must maintain the IP::DOMAIN SPF association.

There is only 1 transition point between 2 domains.

And 2 transition points between 3 domains....

True, but SMTP has only a MAIL FROM and a RCPT TO - 2 domains (multiple
RCPT TO are handled independently). If there is a 3rd domain, it was inserted
by the recipient - and is the recipients responsibility.

I mean, come on, how can you expect a sender to guess what a recipient
might do with an email once they get it?

Or white list.

That is administrative influence. You convinced the next MTA to trust
you as a relay.

Anyway this will happen as people first explore SPF. Hopefully, they won't
get the wrong first impression but realize it is an all or nothing concept
in getting their network in order.

True enough.
