Definitely time for elections.

I'd note that SPF adoption seems to be progressing rather nicely,
despite the lack of noise. It makes sense for things to be quiet while
people get a handle on how well it really works. Next year will
be much more active as the IETF process hits its milestones and
more decisions need to be made.
