It seems to be the can-spam act was designed to reduce number of spam

It seems to me the figures show that what has reduced is percent of
spam emails average person can find in his inbox.

So let me be a skeptic today and point that ABOVE ARE NOT THE SAME THING!!!

Over the past 2 years, my personal spam has increased from about 100 per day
to over 10000 per day. However, thanks to the intricate web of technical
measures, including SPF, the number hitting my inbox has gone down
to about 2 per day.
