I wrote "significant number of cases" in the draft appeal because I cannot 
give exact numbers, but we all know the number is "significant", i.e. not 
irrelevant.  And even if it was just 5% (and it's probably more), we 
couldn't just drop 5% of all mail, so it would still be significant.
