Yes, it is semantically equivalent to RSET. RFC2821 seems to avoid the 
issue of multiple EHLO comands with different domain parameters. But 
IMHO the last EHLO wins, i.e. the paramter sent with the latest accepted 
EHLO must be sued for trace fields and SPF checking.

There is actually an important case: STARTTLS.  After STARTTLS, you
do a second EHLO.  Sendmail milter sees two calls to the hello callback.
