Except perhaps for new domains, as a default. That would mean
flagging a domain as sending email requires an action from the
user. If no user input is received, "v=spf1 -all" is the default.
But indeed, DNS registrars that publish SPF without consulting
or even informing their users are... <polite mode>unwise</>
