Not really. To get delegation for something smaller than a class C on a
local physical connection, you need a competent ISP. In geographic
areas with no competent ISP, you could rent space on a virtual machine
or do a colo. This obviously makes it more expensive to operate a small
mail server and is undesirable for that reason. However, I don't see
any other way to prove ownership of an IP that someone lists in forward
DNS that may be a throw-away domain.
