Yes, domains without MX (first approximation) or more
precisely with neither MX nor an SMTP server at their
IPs could ignore spam / forgery / backscatter issues.
Maybe limit it to "have MX" and/or "have SPF" if you
want to get rid of "irrelevant" (wrt SMTP) domains.
