Direct additional questions to the xsl-fo list at:

Bob - please don't let a grumpy reply chase you away. I suggest that
you try the XSL-FO approach to printing labels and ask questions
here (or on any of the other lists) if you have any difficulty.
Sorry. I had no intention of sounding grumpy. Terse, yes. I thought to:
encourage some useful heuresis on the part of the poster; and direct him to a
resource he may not have been aware of.
In fact, I somewhere have a stylesheet which creates a fairly simple table which
achieves the poster's goal for one of the model numbers he mentions. I thought
if he replied to the w3.org list with additional concerns I could post excerpts
of my solution there rather than spam this list with 250 lines of FO which may
or may not have been to the point.
It doesn't take a deal of math or absolute positioning to solve this problem and
it can be parameterized to handle multiple label layouts, although I didn't take
into account Mr. Holman's solution to wastage.
Striving not to be a list curmudgeon,
Mike
