Actually, I
thought there were maybe a "as if" clause (implementations
are not required to implement namespace nodes, but then have
to make as if they were implemented).
Everything in the spec is implicitly qualified by "as if". You can do
anything you like in your implementation so long as it behaves as if it did
what the spec describes.
