Credit here, I believe, goes to a a very active and vocal internal group at MSFT in whom listened to and pointed internal decision makers to the various internal and external voices. Like I said, a lot of people deserve credit for this, and as I pointed out in my follow-up to Mike,

It's impossible to know -- as Dr. Kay points out -- who and what had the most influence. But none-the-less, times have changed at MSFT, and above all, there is a reason XSLT 2.0 was an attractive lure in the first place...
