is that not everything has to be done within W3C.

I think this is one of the key points and I appreciate everyone's feedback.
It sounds like the best approach may be to standardize mashup extensions for
XSLT.  I'll investigate exslt.org, EXPath and also the folks at
openmashup.org to see about standardizing these extensions.
