No, that's not correct. I implemented a small part of an XSLT optimizer in XSLT as a test of feasibility. It concluded that there were grave obstacles to doing it for real: though overcoming those obstacles (which might need language changes as well as changes to the XSLT processor) would undoubtedly increase the range of applications for which the language is suited.
