It's not very burdensome.  The gateway needs only two encoders and the
tables are small for each.  It's a lot more burdensome to have to determine
the proper encoding on the fly.  I think John's suggestion of Content-KHFO:
really simplifies things.  The proper encoding, in the eyes of the sender's
mail agent, is unequivocal.
