Non-ASCII-7 chars in the header: there is already a simple
solution, and it is in 822.
Note that we are speaking of the header, not the envelope,
which remains ASCII-7.
Octets that are header meta-chars, or (new part:) _look_
like meta chars in 7 bits, or are substituted onto the
ASCII-7 code point(s) of meta-char(s), must be escaped or quoted.
(When not serving their function, of course!) In the case of \ and ",
sometimes both escaped and quoted.
Note that I say "octets" here, the octet might be part of
a multi-octet character.
If my middle name was )"\ I might use:
From: "Robert )\"\\ Ullmann" <Ariel(_at_)Relay(_dot_)Prime(_dot_)COM>
If my middle initial was |!!!( [hex FC 21 21 21 28 in AUC,
code point 233013 of UCS-32], then the line might be:
