Because, unless I am reading it incorrectly or things have changed since the DIS-2 document, that is the way 10646 is defined. Once one moves off the BMP, the only choices are UCS-4 (32 bits) and plane switching, presumably using ISO2022. (The text implies the latter possibility but seems to stop short of saying so.). There are no 17 bit, or even 24 bit, options. john
