Because, unless I am reading it incorrectly or things have changed since
the DIS-2 document, that is the way 10646 is defined.

Once one moves off the BMP, the only choices are UCS-4 (32 bits) and
plane switching, presumably using ISO2022.  (The text implies the latter
possibility but seems to stop short of saying so.).   There are no 17
bit, or even 24 bit, options.
