Ugly without a MIME reader, yes.  But it works for MIME. And yes, you can
mix charsets on a single line.

Inside MIME, yes maybe, at least theoretically. But it is meaningless.

How is the concatenated line is represented with your LOCAL encoding
system outside of MIME?

Just decode QP is absolutely not enough for mixed 8859/1 KOI line,
which is THE problem Keith wrongly thought the problem specific to
ISO-2022-INT-*.

Instead, unlike unusablly long encoding with multipart/mixed-charset
switching, ISO-2022-INT-* can be used anywhere inside or outside of
MIME.
