during the original Mime work, the method that was suggested for use of ISO
2022-jp was to produce an explicit -jp 'profile', rather than rely simply
on citing 2022.  Given that 2022 is a switching scheme, rather than a
character set scheme, detailing the specific switching that is to be done
seems entirely appropriate.
