one point:
one reason many people are reluctant to push ISO 2022 (whether -INT
or not) as a "solution" is that a lot of people think that UNICODE
(or ISO 10646) is The Solution.
You won't find much of that on this list, because (as the archives
may show) lots of hot air overflows the list whenever this subject
is mentioned.
