This has been reviewed in the IETF but is not the product of an IETF
Working Group.
I think we were all happy with the final draft, but there is still the
question of the initial registry. Yes, there was a draft published, and I
ought to have commented earlier. My only problem with it was that the
format was too verbose and repetitive (the same URL appearing many times,
once for each header introduced by a particular RFC).
