and you had a concern about being able
to determine from the grammar what rule a comment is attached to,
1) that depends on the specific application.
I find none of these at all persuasive.
It's a little worse than that, I think. The idea of correlating a comment
with a particular bit of ABNF strikes me as clever, like so many ideas.
However, like so many ideas, the real question is whether the community
requires it, thereby justifying the effort to invent the solution and rev the
specification.
I do not recall anyone else requesting this feature over the 30 year history
of ABNF.
Perhaps I missed the groundswell of demand for it.
