Not necessarily.  Text filtering and how you handle rejection are
orthogonal; you can use (for example) Sendmail's Milter API to
fail MAIL FROM:, RCPT TO: or DATA commands.

At least one hashcash system (http://ssl.dizum.com/hashcash/) adds a new
header to the e-mail:
      X-Hashcash: <token>
This has a similar problem to that of text filtering: the spammer isn't
aware that the mail is unwelcome.

I would really like to see other MTA software (qmail, Postfix, Exim)
implement "real-time" filtering during the SMTP conversation.  As far
as I know, Sendmail is the only MTA that does this currently.
