1. What is the incentive for a company to add a stamp? You initiated
the transaction, and now you are charging them to communicate with
you about it. Why won't they just add a disclaimer to the site
telling you that you should let there stuff through?

that fact by continuously generating non-paying transactions which
require responses?

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
