Not exactly. The questions which are asked should be such that any
answers will contain little measurement error. They may contain
system errors, but since we have no way of quantifying them, there's
little we can do to deal with them.
I guess that when asking how much spam they have, we should also be
sure to ask how they are measuring that. Assuming we have some false
negative/false positive data on some tools, so that should enable us
to adjust the results accordingly.
