This could be creeping and it's up to the maintainer of the receiving
server. At the beginning it could make its way to filters that rate it
positive if the records exist.
As it gets deployed more it could be rated negative if the records don't
exist.
And it would be very easy to do deployment statistics and keep track
of the progress ...
