. Spam advertising premium service phone numbers: All you need is the
phone number. Often these are registered for foreign or non-existent
addresses. You would have to track where the money goes to catch the
spammer -- something that's difficult even for governmental agencies.
(And that's if the phone provider cooperates, which is not always the
case.)
. Political spam: The spammer is content when the message is delivered.
. "Probe" spam: Used to test whether addresses are valid (all you need
is a mailbox; not all mailboxes are trackable to the owner).
