Precisely. Excellent comment. Providing a method to explicitly
express and managee consent will drastically simplify the entire
problem. Fortunately, the mechanisms for accomplishing this are fairly
well understood and can be deployed initially without requiring
modification to fundamental protocols like SMTP and POP.
