I'm inclined to agree.
labelling should best support classification (or multiple/extended labels),
because an application may require it.
Of course a specification can be revised as required, but maybe something
that is extensible from the start is better.
The requirements are liable to be highly variable and various over time /
different jurisdictions / etc.
A very simple approach may not be the best in these circumstances. It can't
be hard to spec a way of forming these labels which is extensible - maybe
I'll have a go.
