A MIME or XML format seems problematic, as most reports come from end
users. How are end users going to file reports in a format that their
MUAs don't readily support? (
Well, the obvious way of supporting some format not directly supported by a
standard MUA is to make some other tool available...
...as spamcop does - as you say. Make it simple for the reporter, sure, but
by making good tools. The report format needs to fit the needs of the
recipient - primarily.
