Changing the hash makes the specialized hardware worthless; if it's
spammers who paid for it, that raises their costs.

How does that plug into a 486?

 Users who must contact strangers on a regular basis, such as sales
and customer service departments, will benefit from the
coprocessors.

Why would they be contacting strangers?  They would generally be
_replying_, so should expect to be whitelisted.

Sales and customer service departments should expect to _receive_ lots
of mail from strangers, so if they set their prices too high, they
lose business.
