That's pretty rare behaviour within the reputable bulk email
industry. VERP and per-recipient customization make one
email per recipient the method of choice for most of
the B2C mailers higher in the ecosystem than spammers.
(It is less unusual in the discussion list side of things, but
that's not really where this is aimed at).

thank you. DATAFIRST would certainly break VERP and mass customization,
short of making the early data some kind of template to be filled by information
accompanying the recipient address, like a label printing language,
which seems far too clever.
