Okay, how does this grab you:

The new extension is called "BULK" and it introduces a new keyword,  "TEMPLATE"
which, when invoked, accepts a template, which lasts until a RSET is received.
When there is an active template, DATA sections contain key/value pairs for
filling the template.  The envelope return path, for VERPing, can be changed
with a MAIL FROM without resetting the template or data.  RCPT TO causes
a local delivery attempt and per-recipient result using the current template and
data.

in bulk mode, we don't care about the ordering of MAIL FROM and TEMPLATE
and DATA but they all must precede RCPT TO, and they all persist between
recipient specification.

For pipelining purposes, the receiving end can stack up as many of these
commands as it cares to, with the sending end forcing processing with a FLUSH
command or a RSET.

in the absence of a TEMPLATE command appearing, it's business as usual.

High-volume B2C peers might be given special treatment -- like getting allowed
to send more messages from one IP than otherwise would be allowed --
when using the BULK delivery method.
