Yep, there are a few such things now -- but not enough (and not in wide
enough usage) for a BCP yet.
That seems even further out of scope
for a BCP on binary blacklists, though.

If I'm forced into a glossary of DNSBL types (DNSBL, DNSWL, RHSBL, URIBL
etc), other DNS lookupy things (like routeviews, ISIPP etc) should be
mentioned in passing, if only to rule them out of scope.
A one page appendix maybe.
