Well, other than basic operational costs like a pipe and some servers
it's not clear what "pay" means here.
But understand that absolutely nothing I've suggested prevents me from
sticking whatever filtering I want onto my mailbox and never seeing
another email from amazon or whomever if I so choose.
None of that changes.
It's more like paper bulk mail, they have to pay postage to send it,
and I'm free to dump it in the garbage unopened. That's the chance
they take.
