are not "our laws" for many values of (your, our) and conducting
trans-national investigation and litigation is a daunting task
(c) even when the original perpetrator is rather obvious this fact
is of little practical value (d) the legal system and associated
machinery does not consider spam to be a serious problem (e) which
argues, I suppose, that you can steal $25M and get away with it as
long as you do it 1/100 cent at a time instead of all at once and
(f) the net effect of all legal actions taken against all spammers
worldwide may be summed up in a word: "negligible".
