There's no question in my mind that if the BCP purpose is to define
the *best* practice then the correct wording is "MUST" and not
"SHOULD".
Does MUST NOT mean "that isn't the best practice" or "that isn't an
acceptable practice"?
I'll also note that the fee isn't for removal, which will happen
automatically for free anyway. It's for expediting the removal.
