Ok, now I'm confused......
Does -1 mean remove the text or does -1 mean oppose the proposal. My
intent is to oppose the proposal to remove text.
The proposal is to remove a portion of the existing draft.
So,
+1 is in favor of removal and
-1 is against removal.
