The point is so we can make certain that those who aren't currently
employing the practice will do so and to make sure that the practice
gets itself into a standards document from this body so that we don't
have to guess whether it's being used or not.
That's an excellent point: I don't think that the domain existence
check is specified anywhere, even though it is common practice. That's
why we need normative language requiring it, somewhere. Whether we
consider the check itself part of ADSP or not doesn't really matter, as
long as it gets done.
