The biggest problem of course is that it's not a working group document.
And a bigger problem is that no one spoke up, or those who did were
quickly shun including cursed out of the group. Just as Al stated -
"private sausage making" party. It was nothing less than shameful coup
d'etat and the chairs well, unfortunately, allowed it to happen. It
leaves a bitter taste in the IETF process for those are new at it.
