If the recipient rejects the message,
then the list should be able to bounce back to the sender, since it was
originally properly signed.
   

Ideally, but without a reliable indication by the receiver that the 
refusal was for DKIM failure, there's no easy way for the MLM to know 
which bounces to return to the sender.
