That's a rather significant assessment. It means that all of the Internet
specifications done for the last 20 or 30 years, that have had the 'MAY'
qualifier were wasting their effort.
It's odd that working groups continue to use the construct, since you claim it
is not at all useful for the software that implements the specifications.
Such a basic claim warrants understanding its basis. Please share it.
