Except it could be expressed by the recipient in a MASS-
policy record or by the existence of a MASS-public-key.
Andrew, the point that Jim is making is a concern that the MASS
mechanism not be a problem for a receiver who is not MASS aware,
and the sender can not know ahead of time whether a given
receiver supports it.
For a receiver to register a "i do not support mass" record ahead
of time is for the receiver to be mass aware.
