Perhaps a more constructive direction might be to turn the licensing
discussion from copyrights to patents.  If there are going to be any
patents involved it seems likely that some participants will want to
evaluate those licenses to determine whether DKIM meets the needs of
the Internet community.  Doing so is clearly within IETF rules.

One obvious question for draft authors is whether they have filed all
the disclosures they will eventually be required to file.  Note that
if the answer is that not all disclosures have been filed yet that
does not mean the authors have done anything wrong: it means that like
the rest of us the authors are busy and are still preparing for the
IETF meeting.
