Issue tracking (was: revised Proposed Charter)

 Finally, I don't know about anyone else, but I for one am starting to
 have trouble keeping track of all the issues rasied on the documents and
 charter. Perhaps we could start using an issue tracking system sooner
 rather than later.

Good point.

However,

Since the current focus is on getting the working groups chartered, perhaps we
should make that list the first thing to do after chartering?

Well, nothing says we cannot use an issue tracker to track charter issues...

The theory, here, is that maintaining focus is going to be a continuing
challenge for this group, and creating a list invites debate about the list,
when getting chartered is the immediate requirement.

There are different ways to construct lists of issues, and not all of them
suffer from this problem. In particular, the approach I prefer is to set the
bar for adding an issue to the list really low and use tracking software to
keep track of it all.

Various IETF groups are using the facilities at rt.psg.com for this. IMO it
has helped tremendously in some cases like USEFOR. Its's use in LTRU,
OTOH, was a bit more problematic, although the situation seems to have
improved more recently.
