Considering that there is no patent claim against the -submitter draft, I find
this really hard to believe.

My comment is not about which drafts are covered by the patent claims but
about why an implementation that checks SUBMITTER necessarily infringes on
the IPR.

The IPR claim is against using -core and -pra in combination. -core
defines a system for checking the PRA against a -protocol record. If you
instead check the SUBMITTER against a -protocol record, -submitter
requires that you ensure that the SUBMITTER is the PRA. Thus, you are
checking the PRA against a -protocol record, which is covered by the IPR
claim.
