Seconded. There is no "PRA" in all existing "v=spf1"
policies. There is a "HELO" in draft-mengwong-spf-01.txt
Partially optional on the side of the receiver, if I read
this correctly. But no nonsense on the side of the sender
(or rather the domain owner = author of the v=spf1 policy).
One of our co-chairs proposed that we shouldn't discuss CSV
and HELO before we are ready with spf2.0/mailfrom. In that
stage an old v=spf1 policy can be handled as spf2.0/mailfrom.
If a HELO scope is added later, and if it's still essentially
the same as in v=spf1, then a v=spf1 policy could be handled
as spf2.0/mailfrom,helo. But not as PRA.
