The software works fine. The user has either lost the secret key file

particularly to the 2nd problem. Any suggestions?
Nope, that's NOT the problem. They keys all exist. The passphrase is
known. The problem is that software removed support for the
keys/algorithms in which the data is encrypted. This is absolutely a
technical problem with the software and is completely solvable.
