Are you saying that you have included a statement in the new text that suggest implementations intentionally use MULTI-LINE welcomes in order to trap bad guys?

I hope not because its not the reason we offer a multi-line system policy display. Its not the reason AOL and others do so as well. It is what is, a logged system policy display and done so for legal reasons.

If there is a indirect benefit trapping bad guys who do not properly honoring it, it is just that, a side effect benefit. But its not the reason for using a multi-line welcome display.
