Indeed.
About 15 years ago, I tried to estimate the minimum cost of an RFC. The IETF
tended to have working groups with a larger core of active participants than
now, but engineer salaries have gone up. Don't know whether these balance each
other out.
Anyhow, the aggregate start-to-finish cost of producting an entry-level IETF
standard was around US$ 1 million.
